Plan for foreseen and unforeseen emergencies and disasters.

It the banks fail and there is an economic collapse they would need to react as best they could.

In early 2001, at the start of Mr. Bush's presidency, his Government's Federal Emergency Management Agency (Fema) warned that a hurricane hitting New Orleans would be the deadliest of the three most likely catastrophes facing America; the others were a massive San Francisco earthquake and, prophetically, a terrorist attack on New York. Well, obviously not. All companies or civil offices are SUPPOOSSED to have a model (a loose term for a Buisness Plan) that takes in all contingencies. It's the "what if" theory of Project Management and there is an entire industry out there that specializes in Risk Management. They mitigate their risk

Large Corporations (and Gov't Agencies), if they are prudent go through all sorts of scenario's that may affect their business or day-to-day operations.

It's when they don't, that they they get blindsided. The auto industry and the banking industry were "blindsided" because of not enough due dilligence (and lets' face it - greed) and the "pie-in-the-sky" theory of economic growth. They just could not believe that it would ever happen and obviously neither did the gov't.

If the aren't practising due dilligence in finance and industry, are they also not practising it in areas such as health care (a pandemic) or agronomy (crop failure of disease)?

What is it they are doing exactly except throwing a whack of cash at crisis without even knowing what the actual problem is

Think about this. When Californai has major wild fires FEMA comes in and sets up prepositioned camps at Chino, Madera and Redding to supposedly support the firefighting operations and assist the home owners who were burned out. They also set up satellite offices for the same reason. This year none of those facilities have been demobilized. Who would know if the centers are to be used by groups other than firefighters? The needs are basically the same. Feeding, showers, bathrooms, shelter, EMT level care and so forth not to mention a huge logistical section. Who knows what is inside the 53 ft van trailers arriving daily? When the Nov. 4, 2008 elections were held those facilities were packed with law enforcement special teams anticipating trouble. I'm still asking why FEMA was ever made a part of the Homeland Security system to begin with. Your revelations may contain things none of the public have been made aware oif.
