He can declare a State any time he wants to.
He has threatened to many times. He has been discouraged from doing so- by Arab countries in particular.
As a State, Palestine would have to provide postal service, garbage pickup, schools, etc.
They would be held accountable for everything-- and the gravy train would stop for PA leadership.

Thats my point-- he could declare whatever he wanted as 'Palestine'- in fact, mor ethan likely, the UN would probablt recognize most of his claim--save a few exceptions that have precedent, etc.
He would have to defend his claim, politically and milirarily, perhaps-- and that might work in his favour-- IF the other Arab countries would come to his defence (e.g., a la NATO, etc). That is unlikley, as they have given him no indication that they would.
Mostly, he would actually have to govern. His track ercord idnt there-- fro example, unde Oslo, Israel pulled out of the territories and the PA was supposed to govern-- they couldn't even with Isreali transfer monies and Israel supplying arms to his security forces.
I dont believe that the PA under its current leadership can effectively rule.
