I've known a couple of people who made one or two bad mistakes and after that it was just continuous harassment by the cops, often for minor stuff the cops' buddies were getting away with. Probably mainly rogue cops looking for an easy way for advancement. Mind you the responsibility is encumbant upon the victim to avoid trouble in the first place.
