I just heard on C.B.C. news that any one causing a fire by throwing a lighted cigarette butt out of a vehicle, will likely have their vehicle impounded. Sounds like an excellent plan BUT what's the chance of catching an offender? Just another f**king stupid law that can't be enforced?

Probably video evidence off a cell phone.
I wouldn't even doubt that they try to get DNA evidence off saliva off the cigarette filter.

Or perhaps, a good old-fashioned witchhunt
A group of people with pitchforks
