While it escapes me which King, there was one in the past who decreed that all passage on the road's would be unencumbered whether the land was crown or private and the very word highway has it's origins as 'right of access'.

But everywhere you are seeing an increase in toll roads and bridges as a source of revenue and with the advent of technology making it easier to track and bill vehicles I would expect not only more tolls but even mileage charges when electric vehicles who no longer contribute to revenues through fuel taxes start appearing in larger numbers.
