Ontario was the first Prov to mandate sprinklers in seniors facilities. The problem is older construction has till 2019 to upgrade.
It is all about money. Govts subsidize many care facilities, installing new sprinklers raises costs. Not only for the Govt but for those that pay their own upkeep.
A facility such as this where people are severely restricted in the event of a fire should not have any grace period to install sprinklers
