In Mr. Sharma’s opinion, the woman’s male friend is to blame for the attack, not the six men who are accused of raping and assaulting her on Dec. 16.
“This all happened because of the lust of the boy. This is the boy who should be hanged,” Mr. Sharma said during a telephone interview on Thursday. “He’s responsible for everything. He should be punished.”

I find this of interest, its the boyfriends fault I can't wait for the detailed explanation.
I often hear people say its what she was wearing. Wait what ever happened to no
means no. If a man can't control themselves they must be the weaker sex. That
got your attention didn't it? It is no more fact than the first statement yet it can be
spun to have meaning in someones dull brain.
The fact is these young men behaved like wild animals and now they should pay
for what they did. Simple as that.
We have expanded the world in technology and yet the human views of some societies
remain shaped in the Middle Ages and are stunted even to this very day.
As I have said before in the West we are societal we believe in a nation of laws even if
sometimes we don't agree with them. In places like the Middle East they are still little
more than tribal states where societal justice is a relatively new concept. India is a nation
that is somewhat of an, enigma, there are societal regions and tribal regions and it will
take education and decades to change.
I think these young men should get the maximum the societal justice provides for and
maybe it will start the process moving forward that will bring India at least into the modern
world. The Middle East we can talk about that in a hundred years time.

I'm willing to bet that it will be that, because he was 'lustful' he let her dress/act inappropriately in some way in public. As the man escorting her that night, her honour and propriety were his responsibility, and he failed in their eyes. So it will still be what she was wearing, just, that's his responsibility.
