Fined For Curious Passenger

People been doing stuff like this forever. I have heard of guys with blow-up dolls and a woman with a manequin etc,etc.
Of course a story like this leads me into whether any fines under the MVA or other traffic act are legitimate and lawful under the constitution. As I understand it originally the citizens had a right to travel freely on the queen's highways and only commercial vehicles were to pay anything. In fact the definition of a "motor vehicle" according to 1st edition of Blacks Law dictionary is "a self-propelled transport used in trade & commerce".

I think i've heard about a store,or an internet site which sells dummys people could use to drive in reserved lanes.
