Kyocera 7135 - Altell to Telus?

Hey all,
Just a curious question. I am seriously thinking of upgrading my current cell phone (samsung with telus) to a smartphone, such as a treo 600/650. i currently carry both my phone and my palm with me a would find it much easier to have one device......I mentioned this to a friend who just moved back from Pheonix, and he mentioned that he had a Kyocera 7135 that he used with Altell in Pheonix. So I enquired about the possibility of activation of that phone with telus and was given a 'not a telus phone' reply.
My initial research told me that maybe telus did not ever support that phone and found that bell did. Curiousity drove me to call bell about the possibility of activating that phone on there service and was also told that the 7135 I have is 'not a bell phone'
The Kyocera 7135 is a CDMA phone and was supported at one time or another by both Telus and Bell.
Are all CDMA phones locked to there carriers???
Do have any options with this phone or should I just move on.../??/
