Certainly it wouldn't really constitute as 'hell' if he's enjoying it.
The best punishment would probably be to kick out the holy spirit and put him at the other foot of good.
It is unlikely that Osama bin Laden's brain is in any kind of condition that would allow his consciousness to be active or reactivated, so he's permanently ceased to exist.
He's at rest with his 72 virgins, of indeterminate gender. Unfortunately God neutered him on the way to his harem.. so enjoy Osama.

I'm sure we've made more enemies than friends in that endeavour.
