Southern Cone : when the silent invasion begins to make noise

TeleSur, 1 February 2007

Translated by Agatha Haun

According to an international analyst, the US is preparing a “silent invasion” of the Southern Cone

The investigative journalist Estela Calloni of Argentina, in an exclusive interview for TeleSUR this Wednesday, pointed to a warning by Brazil’s intelligence agency that the US military presence in the Amazon region constitutes a threat of a “silent invasion” in the southern cone.
The statements of the reporter Estela Calloni indicated further that in Brazil, members of the intelligence agency and other security units published a report warning of the presence of US military forces in the South American region, and describing them as a menace to the security of the South American country.
The security group indicated that the Amazon region could become an area of military conflict with the United States, a country which maintains military personnel in the zone on the pretext of its struggle against drugs trafficking, and this presence could expand into neighbouring countries, which would be transformed into a military invasion.
The report cautions that Washington could intend to concentrate on following this policy, already applied in Colombia, in the rest of South America. Calloni explained that “the recolonisation of Latin America, which the United States outlined for 2000, was obvious and Plan Colombia was not for combating drugs traffic, nor the development of Colombia, but rather was a strategy designed for the Southern Cone.”
In her opinion “this strategy came from the 1990s, when it was proposed to advance the scheme of low-intensity conflict toward South America, and this can be described as a silent invasion".
She confirmed that "they’re gambling with the fate of Brazil and South America, it’s not only a military project, but rather economic, by means of everything that can be done or not done with the Free Trade Area of the Americas (FTAA)".
Reporter Calloni maintained that "Brazil, Argentina, Uruguay, and Paraguay should take an interest in the subject of the triple border, because it’s noted within the United States’ plan of expansion, which preserves the plan designed for the control of all the resources (petroleum, potable water...). It even sketches the possibility of controlling the routes of communication along the Amazonian rivers".
In accordance with her research, Calloni affirmed that the “United States attaches great importance to the five borders of Brazil, Peru, Ecuador, Bolivia, Paraguay, and Venezuela. We’ve seen the major establishment of bases, but what is most dangerous is the subject of manoeuvres, because with each manoeuvre that the US troops make, they leave an infrastructure".
"We’ve seen in Colombia how they have encircled Venezuela and they’re also encircling Brazil, because this advanced outpost has to be prepared", she remarked.
Calloni, an expert in international affairs, said that when the United States signed agreements with some Central American countries, the first thing they did was to carry out military advances with regard to Honduras, Nicaragua, and El Salvador", in order to later expand its radius of action.
She warned that “a project of occupation is coming for Latin America which will attack the economic, political, and military flanks".
Because of such threats, the warning is being sounded in the southern cone, prompted by Brazil’s own military, that have indicated the reality that they are living through in the Amazon region.
