I can only guess you didn't see Kerry's delivery of the words. He was talking to the military - even if he had intended his remark as a slur against the Bush Administration - what came out of his mouth was
a remark which could have only applied to the young men and women who serve. If they didn't study hard at the college where he was speaking, they would become failures and get sent to Iraq - "stuck in Iraq" as he put it.
Doesn't make any sense because the military are a volunteer group - there is no draft and those who serve all make their choices. The college tuition is paid by the military for their service. It sounds like a fair trade off - if they make it through.
That is what the whole uproar is about. He was insulting the kids in the college where he was speaking and the military over in Iraq.
Before you comment on the intellect of the people in the U.S. perhaps you should understand what they are upset about. We expect Kerry to insult Bush - that is his job and what his intention is at every speech he is making - to stir up trouble for the opposite party.
I think the country does pretty well for a bunch of dumb crackers ...don't you?

Kerry may have botched the delivery of the joke, but Bush botched the war, (and the economy).
(There is another layer of dark humour to the entire episode as well.)
