Pentagon to handle future Disasters?

I see President Bush has suggested that the Military be designated to handle first-response to national disasters like Katrina in the future - seeing as the Dept. of Homeland Security has dropped the ball so badly, up to this point.

That sounds like a reasonable plan, but I do have one question:
Who was the bone-headed idiot that set the Dept. up in the first place? - and why does he still have his job?

The Pentagon doesn't exactly have a good record either. They are in charge of Iraq, for instance. They were supposed to catch bin Laden in Afghanistan too. That's just recent history...they've been in charge of so many debacles that it's amazing they haven't accidentally burned down their own buidling.

Isn't that the truth??

how can it "handle" disasters ,when it's expertise lies in creating them???

(I get this "visual" of the US military trying to bomb the crap out of a hurricane or tornado.........while creating thousands of their own "casualties." (collateral damage..)

Q: who /which agency/group used to handle these emergencies before the bush era created all these new agencies, merged some and confused the entire organization..of things. ??

FEMA used to be a stand alone organization under the President before Dept of Homeland security came along! They tried to take a "Red Cross" disaster relief agency and turn it into a Military Run Organization thing that they could call upon the Federal system to support the Operation.

Rev is right, military organizations would be able to handle this, their track record with civilians leaves a lot to be desired, best to re-vamp the Red Cross and Salvation army for this job, they do a better job with less red tape!

Yep thats what is needed combat troops in the streets ta bring law and order facist style .Oh by the way they did try to burn down there own building on 911 remember they blew a big hole in it :P
