The sad truthful irony is that all layers of bureaucracy failed.

The picture of over a 1000 school buses sitting in waist (waste) deep water is a picture of a 1000 words.

The only one who used one of those school buses to get people out of there was a kid who stole one of them.

The Black Mayor somewhat youthful at 48 could have organized some drivers of those buses, and did just one good thing during all the wind of screaming.

The White Lady Governor of Louisianna was asked by Bush to authorize the movement of the National Guard and she delayed this decision for days.

This city and state did not have a Mayor Guliani from NYC to do one or 2 good things while everything was going to hell.

One step at a time. This disaster was a disaster of ADD, Attention Deficit Dysfunction.

Everyone knew how to scream and not one calm decision made in the eye of the storm.

Can you respect the person who keeps their head ?

Absolutely...what I can't respect is national leaders that refuse to cut short vacations to coordinate relief efforts that have been left in the incapable hands of incompetents...those being at all levels of government...

...and yet as the finger pointing ensues, I can't help but feel dizzy from the spin...feckin' lying bastards all...:evil:

They should all be made to stand amidst the bloated corpses of the impoverished people of New Orleans and beg the nation's forgiveness, for, whether intentionally or not, having let those people down...:x

well.......it is a PEOPLE failure........as in people in leadership who are responsible to set up the proper and effective/efficient systems.

faulty systems are the result of the people who design them.

and it is the people that must be held accountable...........but sadly they won't . Accountability is not important in the US anymore. Expediency is all that matters.

Isn't that the "norm". ??? In this case there are plenty of targets to point at ..........so in this muddle of finger pointing and blame laying.......no one will take full responsibility....... and just pay lip service to "investigations"..... (as these will not be unbiased/ un prejudiced. )---seems everyone .......all the way up the gov't chain now has an axe to grind, and a butt to protect.

Meanwhile....... the bushregime is getting a firmer grip on the population... :twisted: .....only this time with "compassionate" tactics. ( more Rovemeister spin)

In the event of a terrorist attack, natural disaster or other large-scale emergency, the Department of Homeland Security will assume primary responsibility on March 1st for ensuring that emergency response professionals are prepared for any situation. This will entail providing a coordinated, comprehensive federal response to any large-scale crisis and mounting a swift and effective recovery effort. The new Department will also prioritize the important issue of citizen preparedness. Educating America's families on how best to prepare their homes for a disaster and tips for citizens on how to respond in a crisis will be given special attention at DHS.

Louisiana Homeland Security & Emergency Preparedness

Since LHLS & EP was placed under the Military Department in 1990, the Agency has managed over 16 Federal Disaster Declarations and has coordinated several hundred State Disaster Declarations authorized under the Governor's signature.

BUT

EXECUTIVE ORDER NO. KBB 2005 - 18

This Executive Order, signed on July 11, 2005, specifically states that ALL emergency preparedness plans and control and implementation of those plans are the responsibility of The director of the Office of Homeland Security and Emergency Preparedness, Military Department, state of Louisiana.

There are two directors:

Major General Ansel M. Stroud

and

Major General Bennett C. Landreneau.

Nowhere in that executive order does it mention responsibility of local officials for Emergency Preparedness and Response, but that the directors of Louisiana Homeland Security & Emergency Preparedness have control over all assets, at the state and local levels to achieve their mandate.

All indications are that Governor Blanco, and Mayor Nagin were not responsible for the Emergency Preparedness Plan, so, where does the culpability lie again?

There is absolutely no question that this was Bush's baby. He took this control for himself when he instituted the rights raping Homeland Security act.

Should the mayor have broken ranks and acted? Yeah, he would have been breaking the law, but he should have done it anyway. It is Bush's law though, and Bush and his henchmen broke that law by not assuming responsibility even before Katrina made landfall.

...by the time Nagin would have been in a position to be breaking those laws, things were already desperate for them...and of course he was repeatedly told by the feds that help was on its way...
