They caught a suspect about a year after the attacks. Some scientist with connections to US, Israeli, former South African bioweapons research (sounds like an old 70s left press scenario), but they let him "go" because he "knew too much" hoping that he would eventually be forgotten. He didn't fit the administration's official conspriracy model, so they started the Arab scientist thing.
