Little if anything will change-Mexico already has strong laws against corruption and for environmental protection but they aren't enforced in any meaningful manner-lawbreakers are arrested then released in record time.

The situation is somewhat analogous to that in Rome where the new Mayor found that every.single.person. she hired to clean up some aspect of city gov't have themselves proved to have been On The Take in the past- Mexico will prove no different.

As to the Mexican drug trade in the Old Days one faction was (+ or -) given free reign to run the show/distribute largesse as they saw fit and were expected to keep other operators in line.

It may be too late for that though you can't unscramble the egg.
