Russian President Vladimir Putin called on Wednesday for deeper ties with North Korea to improve regional security, a day after holding talks with a personal envoy of North Korean leader Kim Jong Un.

Senior North Korean officials visit Moscow infrequently but the isolated country is trying to counter a U.N. resolution urging Pyongyang's referral to the International Criminal Court for alleged crimes against humanity.

The Kremlin gave no details of Putin's meeting on Tuesday with Choe Ryong Hae, a close aide to Kim and a senior official from the ruling Workers' Party who is a seven-day trip to Russia.

But receiving the credentials of North Korea's new ambassador to Russia, Putin said during a televised Kremlin ceremony: "We maintain friendly relations with one of our neighbours, the Democratic People's Republic of Korea.

"A further deepening of political ties and trade and economic cooperation is definitely in the interests of the peoples of both countries and ensuring regional stability and security," he said.

A Russian Foreign Ministry source told Interfax this week that the visit would include discussion of bilateral ties, economic developments and North Korea's nuclear programme but made no mention of the U.N. resolution.

"The subject of the denuclearisation of the Korean Peninsula is constantly present on the agenda of our dialogue with North Korea," the source said. "Moreover, progress in this field is a mandatory condition of lifting the sanctions against the country which naturally impose big limits on our bilateral relations."

That's...ironic...or something.

Kim is ill mentally mentally ill. He needs psychiatric treatment. If only there were a way to prove he is a danger to himself or others....

A lot of Korean food bears relation to the sort of tasteless stodge that Russians are notorious for-so that and chronic alcoholism are two things they have in common.

had to look that up. Learned something new today. It's been a good day...

Why do we put up with North Korea? Do we not have enough evidence of the miserable conditions the humans there live in?

Nuclear weapons. They would certainly lose any war but not before potentially killing tens of millions. Seoul is not far from the border. They also have a massive standing army with conventional weapons. There is also China. They saved North Korea during the Korean war and they are a big reason why North Korea still exists. You cant take them out without the ok from China. No one wants to take on China. They also could be beaten relatively quickly but not without the other side taking massive casualties. The status-quo is cheaper and less bloody for the rest of the world than the cost of actually doing something.

Great, so now they are only 50 years behind the rest of the world.

North Korea has reportedly been able to minitiarize nuclear warheads. Combine submarine launched ballistic missiles and minitiarized nuclear warheads and one gets a strategic weapon against which no defense exists because the submarine can't be detected. In the hands of a dynastic communist state that's not a good thing for America's west coast cities.

Their submarines are old diesel powered submarines with relatively short range. They can be detected fairly easily unless of course they've developed a 'cloaking device.'

1. A nation that can develop nuclear weapons on its own can design, develop and deploy at least one AIP SSBN.

2. SSBNs can be purchased clandestinely through shell companies and middle men.

3. America isn't necessarily able to detect hostile submarines. Are you familiar with the Kitty Hawk Incident?

4. The launch vehicle successfully tested by the DPRK doesn't need to be deployed in a submarine. It can be deployed in a freighter.
