Probably Goma in the Democratic Republic of Congo. Its on top of a volcano that's set to explode and in the middle of an genocidal ethnic cleansing war. If the volcano's toxic gases don't kill you outright, there are various militias, roving bands of thugs, starvation, disease...

The homicide rate in Washington DC peaked at 479 in 1991 when I was 6. It's not anywhere near that bad now, but the stigma is still around.

When talking about crime rates of cities in general, one has to be careful not to judge. Maybe they're like Gotham City and all the criminals are charismatic supervillans.

there are daily 10 people killed in Cd.juarez everydayy.
and it doesn't stop!
