Just because he is party leader, if an activity, however widespread and organized as it may have been, should have occurred without his knowledge and consent and outside the rules and knowledge of official party administration, then Harper could not be blamed in the least. Then we'd be talking about rogue Conservatives acting on their own, pure and simple. Again, highly doubtul, but still a possibility that cannot be ignored.
