It's close to home: My friend is a doctor out of Montreal, and he’s been telling me about these rumours that the government is trying to keep secret, or at least quiet until they get more information on what’s going on. Supposedly they don’t want some public health scare getting people all in a panic, but certain parts of Northern Quebec have been reporting incidents of people going blind for reasons unknown. Every time an incident has been reported, local authorities have hushed it up, which is understandable, but my friend says that now it’s getting out of hand and they don’t know what to do. Then he passed on to me this news release off the CTV website, it’s been removed, but has managed to circulate around the web.

CTV TORONTO – Infectious Rumours Spreading Through Northern Quebec

Updated July 20nd, 2008 10:07:30 AM

Residents of Northern Quebec are in a small state of emergency as rumours of temporary or partial blindness have been occurring through certain towns and villages. Local authorities have not commented on what may be causing this small pandemic, and as far as the media knows – are still rumours.

Locals have been advised to report any irregular activities or symptoms to regional authorities as well as local physicians. Quebec leaders suggested that residents not believe everything being told in the media, no facts have been set straight and at most could just be a hoax.

For more information regarding updates and rumours, residents are advised to visit the official website of the International Pandemic Control Task Unit at www.ipctu.com . The IPCTU is an international public health organization that controls and eradicates outbreaks of any kind.

Eyewitness accounts and stories have also been circulating around the web for the past few weeks like this one:

I heard of something that I still have much to understand. It appears there was in a corner of Canada the case of a young couple who had lost their ability to see in simultaneous ways. It supposedly started with the young man who the day before was at a hunting party and saw his sight decreasing gradually; and finally reached a state of total blindness. He saw several doctors who could not seem to be capable to define the causes of this sudden handicap. The most plausible explanation was the fact that this loss of sight could be caused by the powder of the shotgun, which is being examined by specialists.

The assumption that the powder was the cause was confirmed gradually when the two companions of the man on this hunting trip also began to lose their vision. One of the hunters also began to show symptoms, though it was proven that he had not come in contact with the powder at all. The police force examined the shotguns and the famous powder. But it would seem that at the time of submitting their report with the 4 victims, they could not get in contact them. It is probable that the victims left on a journey in their state possibly together. No members of their families know where to find them nor how to contact them. Certain family member have arrived at the conclusion that they had been removed by the secret services or some public health organization who are trying to hiding or to cease the propagation of a plague.”

Being a Quebecer myself the secrecy doesn't surprise me. When health officials have the cause they will announce, not before. Quebec officials do not act irresponsibly.

Don't believe it, don't click the link.

The only thing that a search on this issue (and the acronym for the supposed organization) turns up is this same person in multiple chat rooms spouting the same thing.

Just a viral hoax apparently. How ironic.

Has there been any local laser light shows in the area? Apparently a bunch of ravers in Russia went mostly blind just a week or so ago from a botched light show..... many have lost up to 85% of their vision.

Being the celebrations of Quebec City now a days, that was the first thing that popped into my head.

But then again, since I haven't heard much about it, and I haven't seen many reports or medical cases relating to this, until I hear more then just hearsay, I'm not going to be overly concerned.

That was my second guess, since this came from a 1 poster boy... but since I heard of a case like this in an article a week or so ago, I figured I'd give him the benifit of the doubt.

And I normally don't click on other people's links, so I'm covered if there's a virus.

Police probe deaths of two men near Orillia, Ont.

Updated: Tue Jul. 22 2008 8:45:51 AM

The Canadian Press
TORONTO — Provincial police confirm they are investigating the deaths of two men found in close proximity to each other near Orillia, Ont.
However, police say even though the bodies were found just several kilometres apart, they don't believe the deaths are related.
Police were reportedly called to a property at around 9 p.m. south of the town of Washago and then called to a second address a half hour later.
The bodies have been taken to Orillia Soldiers' Memorial Hospital, where post mortems will be performed.
Police say their names will not be released until relatives are notified.

but this don't sound anything like whats being discussed

the dead giveaway is the nonexistence of the organization he provides a link to.

I was not aware at all that this had so much "conspiracy" surrounding it. Northern Quebec is home to swarms of black flies as are most of Canada's northern Provinces.
But what was happening in Northern Quebec is no secret. I heard the CBC News express concerns regarding recent outbreaks of blindness.
Apparently a bacterial parasite (ringworm) is transmitted to Humans through black flies and causes blindness. Initial treatment to date has been limited to a single antimicrobial drug called: " Ivermectin."
But the Parasite has become resistant to this and loss of sight reoccurs.

Onchocerciasis or river blindness is the world's second leading infectious cause of blindness. It is caused by Onchocerca volvulus, a nematode that can live for up to fifteen years in the human body. It is transmitted to people through the bite of a black fly. The primary treatment is a drug, ivermectin.
Quebec Researchers are still working to find another drug.

There doesn't appear to be any secret or cover-up to me.

Round worms are not a bacteria. Round worms are the most common internal parasite found in almost 98% of puppies and kittens! The eggs and larva are found in dirt, everywhere! People and animals are usually infected by ingesting the eggs or larva (makes you think twice about eating carrots straight from the garden with out washing it!)
The majority of roundworms end up in the intestinal tract however in rare cases in people they can migrate into the eye (Ocular Larva Migrans) . This can cause blindness.
As for ivomec as the only treatment, if I presented with Ocular Larva Migrans and all they gave me as a single dose of ivomec, I would get a new doctor.
Roundworms are just one reason why we strongly recommend a worming protocol for pets.

The virus/bacteria will be found and problem solved.

I'm aware that they in themselves are not a bacteria. My Link refers to: Ringworm.
When a black fly becomes infected, the worm larvae spread to its saliva glands. When it bites a human, these pass into the skin. But the biggest problem is when the worms die. The reaction of the person's immune system causes inflammation.
Enough said.
