Of course, the people responsible foe mine safety are the employers.....the owners of the mine.
That seems so obvious to me.......good Lord, you can be sued if someone slips and falls on ice on your front steps....it is your responsibility to keep it safe.
Unfortunately, profit-orientated entities are unlikely to pay enough attention to such things......which is why government regulation is necessary.
