Windows 2000 security issue

Hello everyone, We just put a windows 2000 server in production, I'm connecting via terminal server with a user to install the printer she needs and I always get a message stating that I don't have sufficient rights to connect to the selected printer. I know it's because of a local security setting or policy on my server but after looking for some time I can't find it at all. I have deactivated the option prohibiting users from installing printer drivers but that didn't work...

Any idea?

Well, I did something to resolve this problem but that doesn't solve the original one. I installed the printers drivers needed as an administrator then logged in with my users to install their printers, that worked perfectly. But I'm still trying to find where I can change that security setting preventing people from installing a driver that is not present on my server!! :?:
