Is that like having all the poor people live by the rivers when massive rains are known to become a part of the way of life. Poof, I mean flush, and there goes the problem that would have had to be cared for somehow.. Nature would be the 'criminal' in these cases so no uproar only a few tears and life goes on with time spent on 'pleasures' rather than 'duties'. There are enough 'weather change' playlists available that variable changes are the 'norm' rather than them being 'weird'. We see the last 100 years as being 'normal' and the earth is at it's most productive (with man's and DuPontes help of course) so any change will bring only disasters rather than beneficial changes when the reality might be quite different if many people are involved and they can prepare for the coming changes.
If I may be so bold the flooding that comes as 'flash floods' that cause lots of property damage should prepare by piling up the cars that would be lost anyway in low dams that tend to cross the flow of water and as such slow it down and the heavier parts will sink and stay in place.
That would be Phase II where the silt is used as a base for landscaping the new flood plain and the living parts would be moved to 'higher ground' which might be as simple as filling in the lowest floor and moving up one story which is 5ft higher than the flooding river ever gets. What used to grow wheat in China would now be the new rice fields once they are terraces a bit. The other option is 300M starve to death or die in floods.
