That was the problem with the Reformers they openly discriminated against all of Quebec.

There were Reform candidates ready to run in Montreal but Preston said no and at that time he said Reform was a national party.

So wanting Quebec to be an equal partner, yet realizing that there was a lot of pro-seperatist sentiment in the province and that the country might have to move on without Quebec, should they vote for seperation is the Toronto Liberal definition of discrimination... gotcha.
