Probably, but with booze I don't think it's the "hard core" that causes most of the damage, the hard core surprisingly seem to be better at handling it than the more typical problematic drinkers, like guys who have a problem, but work and support families etc. but once in a while go off the deep end, because they can't handle booze like the hard core who toddles off to the liquor store at opening time and then just sits at home and gets hammered until he/she passes out.

Yup, we have things like specialty wine stores now and far more competition and choice. One of the best things the Alberta government did.
