Jack's weighed in. and the Bloc and Liberals aren't far behind. Will Harper avoid a Throne Speech by not proroguing? Doubtful. He needs to get a new agenda on the table. Will Harper's government survive the non-confidence vote?

I doubt it.
Though Harper probably wouldn't win a majority right now, given how weak the Liberals are, it is unlikely he'd lose many seats and may gain a few.
Plus, would the NDP really throw the country into a federal election as Ontario goes to the polls? For that reason alone, its hard to see an election happening anytime soon.

Begin the song and dance.
We need a big distraction. Whatever will it be. Granted the people don't like Bush and that we are taking the country towards a Bushco like government we're going to be on dangerous ground should these dummies notice. So how about this. Ugly Boy George can talk up the north west passage and how America wants those resources. The evil commies II will make some claim to the ocean floor and all those resources. It will look like a dark day for Canada and sovereignty indeed.
Then, from out of the Sun, like a streak of something. Steveo El Harpo faces down the dirty land stealing rooskis and makes a sweetheart deal with Mr. Lame Duck President to control the North under Canadian hands and in return, Mighty America shall get her whatever it is under the floor of the ocean and maybe some water too.

Parliament isn't even scheduled to sit until Sept 17th. Even if Harper prorogues without rescheduling there won't be a vote on the Throne Speech until there's a full week of debate. That's not much of an overlap.

Actually, more frequent elections would increase the accountability of our elected officials. It would still be reactionary, but more frequent accountings are not necessarily a bad thing. As for paying for elections, it really is time that they set up some sort of permanent elections process to minimize the cost and enable referendums more easily.
