Part III of the act "provides for federal government guarantees of initial payments paid to producers". Team that up with outstanding contracts and the private buyers are in the pink. Strahl is hooking a vacuum cleaner up to the public purse.
Anyone know if the volume of future contracts is already public knowledge? If not, busting the books open like the CONs are trying to do is just going to add to the sucking sound.
