Harper: Ruining our reputation

It is becoming obvious that due to his dubious dropping-out of the recent EU summit, Harper is adopting an international policy that is causing world leaders to distrust us.

How can Canada be seen as a partner if our leader fails to show up to a summit without providing a proper reason?

Harper's not the first nor last world leader to not go to an event.

When he didn't go to the aids conference he was stripped of skin by the media and I expect this is what we will have to put up with while he is PM.

is the question "is harper ruining our reputation"?

or should the question be "the electorate damaged its reputation in electing harper?" (before anybody gets all left vs right, consider it a question about the state of the country that there is such a lack of leadership in the leadership potentials)
