The goverment should begin a corporation in which wealthy companies and countries (all of which are screened first) would invest in. This company would drill up north for oil. The way it would be set up is that a Minister would act as Chairman of the Corporation. The goverment would be allowed to limit the amount of oil that is exported out of Canada. The company would have to pay a large tax to the Canadian Goverment on all profits (stay with me , I am as much against tax as any person). Lets say the company pays 75% tax to the goverment off profits, the Canadian goverment will be getting money for their oil, while the investors are also becomming richer. As well, there could be a clause in the contract which would make a reduced rate for Canadian companies to buy the oil, to be used in Canada. This way, everybody is happey. The goverment makes money, investors make money, the consumer saves money, and we will lose our dependence on foreign oil.

One word no.

Since agreements have been signed it is Aboriginal oil up in the north they hold the resource rights and you have to work with the aboriginals communities.

So your plan wouldn't work.
