Then why are the Republicans using it to drum up support for more military action by the USA in foriegn lands?

It reminds me of another conservative phrase "WHATEVER IT TAKES" - No matter the morality or the reality, just go take what you want - that seems to be the Bush cabal stance.

But you cannot argue with success. After the Bush team got 9-11 arranged and spectacularly carried out, his popularity went through the roof. And support for crushing anyone with a beard did too. And so did the war on Islam begin in ernest...
