I read the Canada Gazette regularly.
In the US the law is introduced by first tabling the law, next hold a round of public hearings on the law, townhall style. In this mash, it gets changed discarded or accepted.
In Canada we have the Canada Gazette which takes place of the Town Hall meetings. You can submit your views as it applies to the proposed laws. There is a Gazzette ! and a Gazette 2; the proposed laws and the publication of the law after it's been re worked.
In the Gazette Heros are proclained!
Quebec has a regular run of 10 or 20 pages of small print listing people who have been awared Hero status in Quebec. In the same period of time the rest of Canada may have 1 person a year.
It may be a difference in language? It may be Because Quebec has more Heros?
Under Martins Hero scheme it meens a revenue split in the order of 1000/1 with the majority going to Quebec!
I think this is another "hollow" idea.
