  • The House of Commons has been dissolved four times in the past two years, each occurrence due to the defeat of the Government of Canada in the House.
  • No piece of legislation for the appropriation of funds has been passed during that time, and the Government of Canada no longer has the means to pay for the running of the nation without further supply from the House.
  • Her Excellency the Right Honourable Governor General of Canada has already issued one Special Warrant to withdraw from the Consolidated Revenue Fund, but the warrant has expired. For the first time in the history of Canada, the Government is unable to pay for services, and transfer payments to the Provinces are overdue.
  • Current support numbers indicate that the Government would again be a minority.

In this situation, where the House of Commons is no longer a stable Chamber of governance and the services to the people of Canada have been compromised as a result of this, what should the Governor General do in the interest of Canada?

(a) The Governor General should give use the reserved powers of the Crown to temporarily grant the Senate of Canada the authority to initiate and pass appropriation bills for the good of Canada without the consent of the House of Commons until the House can convene for a period long enough to reassert its democratic authority;

(b) the Governor General should force the House of Commons to continue until appropriation legislation has been passed, and not dissolve the House, even if the House does not vest its confidence in the Government; or

(c) the Governor General should continue to issue Special Warrants (to permit funds to be withdrawn and spent from the Consolidated Revenue Fund without the consent of the House of Commons or the Senate).
