A free zone the solution for refugee crisis?

Hmmmm... Are there resources there? If so, maybe. If so, we could imagine businesses investing in the resource industry first, then the service industry and then followed by refugees in the resource industry.

Efficiency-wise though, imported fruits and vegetables would be bloody expensive.

I would start off asking if any municipal government with a maritime port is willing to volunteer to become a free zone. That would the easiest.

If no municipal government bites, then at least a more southern island than Elkesmere. Fer cryin' out loud.

There are a whole bunch of small islands between Victoria BC and Everet Washington State. Two separate Free Zones, one on the Canadian side, one on the US side.

Far enough South for good weather, near Vancouver and Seattle, so plenty of trading opportunities, and you could probably build a port on one of those islands for global trade.

One problem is the earthquake zone, so you can't really build many bridges and tunnels between the islands. You probably, but very expensive. Bridges that collapse, clote, and can trap the cars on board, and can withstand a tsunami. Good news, so many other islands around would break the waves.

If Richmond City council were willing to join the Canadian free zone, then you'd have a population base to boot.

One problem is you want to include at least one river on the island for an abundant fresh water supply and hydro electricity.

If Vancouver Island were willing to join, maybe, but that would be a stretch.
Vancouver would probably a more willing candidate. Greater Vancouver is right at the mouth of a river.
