I question the 2 trillion claim too, but the moneys held in trust go back to the original treaties, not oil and gas management funds. Most of that has been squandered by successive governments. BTW, kinnikinic isn't mind altering but it will give you a massive headache. That is why it was mixed with the cambium layer of red willow (ASA).
