The verdict of the Scottish referendum suggests that, for the foreseeable future, the United Kingdom will be pushed by its constituent units toward proper federalization just as Westminster dances to preserve national unity. This is a very Canadian dynamic, and indeed the dynamic of the growing number of federal or quasi-federal states representing nearly half of the world’s population.



For Canada this century, the Quebec question will continue to lie at the heart of Canadian federalism. (The aboriginal question will arguably be the second major world-historical pressure on Canadian federalism this century.)
