According to new figures released by Natural Resources Canada, roughly one in 10 Canadians gets their employment from natural resources.

About five percent of working Canadians are employed directly in natural-resource industries (900,000), and another five percent work in jobs that support the resource sector (another 900,000). Added together, this is about 10 percent of the roughly 18 million Canadians in the workforce.

Seems low. Now if we include all the people in the city whose jobs depend on those resource industry workers turning over their paycheques into purchases it is a lot higher. Then we must include all the government workers and businesses with employees in resource towns. Places like grocery stores and car dealers and trucking companies and the numbers really climb.
