As in any organization allowing internal investigation and tribunals to deal with a problem is a farce. The only way to deal with this issue, and most others in institutions like the RCMP, military, Govt, corporations is for an objective independent external review panel otherwise you are letting the criminal investigate themselves.

The RCMP has been an "old boys" Liberal plaground for eons. No accountability and lack of transparency. The outrage against Steven Harpers changes to the RCMP are the reason for the outrage internally within the RCMP against the Tories.. Steve Harper has called them to the mat... Tear down the structure and rebuild from the ground up, just like GM did. That's the only solution.
Sure there have been changes - and a Mountie can now wear a turban. But that does not mean the rotten structure doesn't have to be torn down.
