Is Quebec sovereignty on the rise?

Hard to say.

But I would say a responsible Federal government would place as a priority to maintain friendly cultural relations between Quebecers and English Canadians regardless of whether Quebec remains in Canada or not.

In fact, focussing on that is more likely to woo Quebec to remain in Canada than threats.

Just think of human psychology. No one likes to be dictated to, but would rather be addressed in a friendly manner even when it's to express disagreement.

All the people I have ever talked to from Quebec do not want sovereignty from Canada. They do want to maintain their culture though. The Sovereigns have been losing out politically for a while now.

I used to live in Charlevoix, the heart of the Sovereigntist movement, at least then and probably still today.

Interestingly enough, even many sovereigntists were not necessarily anti-Canada but just wanted their own country.

Strangely enough, bullying them to stay in Canada is more likley to push them out of Canada plus ensure bad relations between the two new countries; treating them as friends rather than traitors is more likely to make them want to stay with Canada and, should that fail, at least ensure friendly relations between the two new countries.

The sovereignists are all shattered into too many political parties and they don't want to reunite so I don't think it will happen. "Quebec Solidaire" is too far to the left, the "Parti Quebecois" is too old (as if they they froze in 1980 and only care about what René Lévesque did and said) and the other partys, "Option Nationale" and "Réseau liberté Québec(eww)" are too unpopular .

Réseau Liberté Québec is not a political party.

Yup! Keep flapping your gums. It is people like you that are the cause of separatism.
It's the whiners that cause the problem in the first place.
It's time to put an end to this stupidity once and for all, enough is enough.

First of all the PQ and the Block are two different animals, there are many who
are federalists, and slightly left of center and they will support the PQ in full
federal election they will not support the Block. the Bloc is supported by the
die hard separatists. PQ does not mean you are separatist, it means you don't
like the provincial Liberals or Tories.
It is really a play on words, Separatists yes, but not necessarily separatists. Just
like the WWII proclamation. Conscription yes, but not necessarily conscription.
Call it an enigma but it is the way it is in Quebec. You can bet the NDP federalists
will not support the the provincial liberals after all their leader is a former Tory
cabinet minister.
Are they separatist? No they are just not going to support the present regime and
the PQ is the only serious opposition.
