City workers will face layoffs under the proposed budget to be unveiled Nov. 28, City Manager Joe Pennachetti told reporters Thursday.
The city will use “a combination of vacancies and layoffs” to achieve savings, he said.

“There will be layoffs, and that’s been known for a long time. I can’t put a number until you see it Nov. 28.” Pennachetti said.
The city manager’s statement came the same day the city accused its “outside workers” of trying to negotiate a new contract through the media.

The City of Toronto has formally complained it can’t even get the inside workers to the bargaining table.
In an update on the progress of contract talks released Thursday, the city says its negotiators met with CUPE Local 79 representatives on Oct. 17 to start hammering out a new contract to replace the one that expires Dec. 31.

However, the Local was unwilling to commence bargaining and continues to be unwilling to commence bargaining,” according to the statement.
