What exactly does the thumbs up with green or red arrows by a screen name mean? Is there a way to vote approval or disapproval?

What exactly does the thumbs up with green or red arrows by a screen name mean? Is there a way to vote approval or disapproval?

Yup. In the upper right corner of a post you will find "add rep". You can add a red for disapproval or green for approval of a post or poster. Doesn't mean much though. Some take pride in getting red reps.
