Two "severely emaciated" puppies were found freezing and tethered outside a home in Ladysmith, B.C., the SPCA says.
The terrier-cross pups had no food or water and were abandoned in freezing temperatures, the animal welfare organization said.
"It was heartbreaking to see how these little puppies were being forced to live," B.C. SPCA senior animal protection officer Tina Heary said in a press release.
"They were outside in the freezing cold, tangled up on tethers, emaciated, filthy, matted and covered in urine. Their only shelter was a plastic doghouse that was wet and muddy inside with no insulation or bedding."
The pups, which the B.C. SPCA dubbed Casey and Finnegan, are now in the care of the nearby Nanaimo SPCA and doing much better, Heary said.
"Thankfully we were alerted to the situation in time and both Casey and Finnegan are expected to make a full recovery."
Animal cruelty charges are pending.

The owner of the pups should be forced to live the same way until spring arrives.

I'd vote for that.

I've also vote for people who think it's ok to leave a dog alone for long periods of time suffer the same treatement.

We are incredibly cruel to dogs in ways most people don't even recognize. Those poor poor puppies. We need tougher animal protection laws.
