Failure to properly address workplace sexual abuse that drove an employee to the brink of suicide has cost the city more than $800,000, according to an arbitrator’s ruling.
The ruling, obtained by the Sun, says the victim — who cannot be identified — was a clerk in the roads department when she was sexually assaulted numerous times in November and December 2010, in the form of fondling by Terry Mutton, then a senior foreman.
Despite reporting the abuse to superiors, the arbitrator found little was done to protect her.
