This pressure is well below the Armstrong limit for the unprotected human body. Mars's atmospheric mass of 25 teratonnes compares to Earth's 5148 teratonnes; Mars has a scale height of 11.1 kilometres (6.9 mi)[2] versus Earth's 8.5 kilometres (5.3 mi).[3]

Arsia Mons is the southernmost of the Tharsis volcanoes. It is 270 miles (450km) in diameter, almost 12 miles (20km) high, and the summit caldera is 72 miles (120km) wide. For comparison, the largest volcano on Earth is Mauna Loa. From its base on the sea floor, Mauna Loa measures only 6.3 miles high and 75 miles in diameter. A large volcanic crater known as a caldera is located at the summit of all of the Tharsis volcanoes. These calderas are produced by massive volcanic explosions and collapse. The Arsia Mons summit caldera is larger than many volcanoes on Earth.

The 1,500 kilometer (930 mile) trail of vapor billowing over Arsia Mons was captured on photographs taken by the Mars Express orbiter on September 13.

Meteorologists call this phenomenon an orographic cloud, typically seen on the downwind side of mountains when dense air close to the surface flows uphill and expands as it cools, allowing moisture to condense on particles of dust.
Every few Earth years, clouds of water ice bloom as moisture-filled air moves up the volcano's side. Similar images were taken by Mars Express in 2009, 2012, and 2015, seeing this again in 2018 is no surprise.

That is almost a vacuum so dust will not 'float' let alone for a year. A chart will tell you what will float in an atmosphere like Mars has. Any gas can be chilled and it become a visible cloud that is 'floating', water vapor is one cloud that forms at a certain temp, there are a few pics from the polar regions that show clouds much higher that water vapor so that is another gas that has gotten colder and going from a gas to a liquid and then solid. At some point we could get so cold we has nitrogen fall as rain and be the liquid in the 'oceans'.
Whatever gas turned into a liquid and fell would have frozen the dust into 'ice' so a 100mph wind would not move anything and 100mph there is 11mph here, Dust stays in the thickest and fastest moving part of the atmosphere, it does not migrate to the thinnest spots where the winds are less strong.
