We need a tax on bureaucracy to help reduce our bureaucratic footprint

With our spending out of control, with no stopping in sight, we need to introduce a tax on bureaucrats who introduce new costly bureaucratic legislation in our House of Commons.
This tax could be neutral of course and bureaucrats who lower our bureaucratic footprint would benefit from paying less tax.
