And what about the US' retracting its international role to within its international obligations as established in international laws and o more?

Certainly Americans would appreciate the money the US government could save from this which could then be used to pay down the national deb, no?

O'Boy would we. If only we could become isolationists again, but the world has changed to much.

And I can imagine the teachers' unions going ballistic over this.

Teacher unions would definatly go ballistic if the federal government tried getting anymore involved than they are now. They made some waves over that "No child left behind" nonsense that the government mandated and never funded.

Sorry, I wasn't proposing the US become isolationist. That would truly be foolhardy in this world. I was proposing rather that the US not take on more international obligations that is required by international agreements it may have signed, etc.

Moderation in all things. Right now the US is too involved in the world. Isolationism would be equally harmful. But simply participating as an equal member of the UN would likely be enough, with the US taking on its responsibilities but no more than that.

But a school voucher programme would involve less government involvement. The teachers would likely fear the weakening of their union with more private sector involvement.

Symptomatic of nations having large standing defense systems. Rome had the same problem. If you have them you need to feed, pay and keep them trained with the latest arms the opposing nation has. This means finding a reason to war every 5 or so years avoiding the hugely "declaration of war" which has nations taking sides. A declaration of war is like having the smoke clear while disturbing a bee hive. Live combat is the ideal has then you always have veteran cadre to train the troops else everything is theoretical.

I asked the question years ago to an american forum and I couldn't get an answer.

Past wars and reasons for them aside, what are the odds that a nation will find yet another war to fight every 5 years.?

Training exercises masqueraded as peace missions is what we are seeing.

The remedy is to retire the generals out of the oval office.
