Beginning on Sunday, Their Excellencies The Right Honourable Michaëlle Jean C.C., C.M.M., C.O.M., C.D., the Governor General of Canada, and Mr. Jean-Daniel Lafond C.C., are going to conduct a viceregal visit to the Yukon Territory. The federal representatives of Her Majesty The Queen of Canada have a tradition of visiting each of the Provinces of Canada, and each of the Territories of Canada, during the beginning of their mandate. The Yukon is Her Excellency’s last stop on this traditional “tour”.

Their Excellencies are to be greeted on Sunday by The Honourable Geraldine Van Bibber, the Commissioner of the Yukon Territory, and The Honourable Dennis Fentie M.L.A. (Watson Lake), the Government Leader of the Yukon. The Honourable Larry Bagnell P.C., M.P. (Yukon), Her Worship Mme Bev Buckway, the Mayor of Whitehorse, and Mr. Andy Carvill, the Grand Chief of the Council of Yukon First Nations are also to attend the welcoming, and the subsequent events.

The Governor General is to award thereafter the Governor General’s Caring Canadian Award, and to preside over a Canadian citizenship ceremony. Her Excellency, also the Commander-in-Chief in and over Canada, is also to inspect a guard of honour, at the Yukon Government Administration Building. Their Excellencies are to have a busy schedule—one can view the planned events here—including private meetings with the Government Leader, discussions with members of the Order of Canada, and a special emphasis on issues of importance to Aboriginal Canadians resident in the Yukon.

I imagine the relationship between the Governor General and the Government Leader must be an interesting one—the Territories are not entitled to vice-regal representation of The Queen and, instead, the Commissioner represents the Government of Canada, with reserved powers being reposed in The Honourable Jim Prentice P.C., M.P. (Calgary Centre-North), the Minister of Indian Affairs and Northern Development, and Federal Interlocutor for Métis and Non-Status Indians. It is a special event for Government Leaders to have the ear of The Crown of Canada, since the Territories’ rights to self-government remain largely restrictive.
