The speaker appears to be somewhat ignorant of the history of US capitalism. Going back to the mid-19th century big business has always worked with the US government. US capitalism has never been allowed to "rise and fall on its own merit" - it has always had some government help. He is right about one thing and that is as long as consumers are deprived of spending power the US economy will be sluggish.
