The US report said that those involved were low-ranking members of the military and that their acts were not approved by their superiors, the member added.

That part is bullshit. As usual the lower ranked people will be blamed while "W" and his so called Cabinet and Military Officers get away with it.

If they could try Nazi officers for crimes their troops did, why not American officers and pooliticians for what their troops did and probably still do?

If Slobodan Milosevic can be tried for war crimes and crimes against humanity, why can't "W"?
