A call to the "Office of the Rentalsman" would solve the
problem, but wouldn't make your Landlord your buddy.
If it's just a matter of a couple of 9V batteries to make
the smoke detectors work, buy them and keep the
bill, to hand over to the Landlord for reimbursement.
My tenants have given me receipts for all kinds of stuff,
they ask first and then go buy whatever (ceiling fans,
etc...) and give me the receipt, and I either just pay
them of take it off their rent...whatever works for them.
