Personally, I'd like to see some sort of GPS collar system. Something where I can monitor the position of my cat at all times overlayed on a map or sattelite image. Then when my cat has been out for too long I could find her and go get her. As well, I'd be able to see the areas she actually travels to so I can better assess the danger. This is already available for wildlife so it shouldn't be long before one is available for pets.......and maybe even children :)

Actually I guess the fault is the drivers but the blame should be the parents - for children under certain age.
Glad you have seen only two cats that have been hit by cars and I have seen more cats as you say' walking around unsupervised' An accident waiting to happen.
Not trying to force any laws on you or your cat but all I know is that if an animal that I loved and considered part of my family was killed because I couldn't find myself able to 'restrict' its freedom then I wouldn't be feeling too good about myself or the care I was giving it. Obviously we just give different weights to the term 'responsible pet ownership'.

In all honesty, I'll bet my cat didn't cross too many roads in her lifetime. The path to the field or forest was never more than a few backyards away. We always talked with the neighbors about whether it was ok for our cat to walk through their yard, and since many were cat owners themselves (or owners of dogs that had a tendency to make doo in our front yard), there wasn't really a problem.

AirIntake. I am really glad that your cat had a long and healthy life. It is just that I get incensed when I see dead animals on the road (especially dogs - I am a dog person, hubby is the cat person) - and this includes wildlife. I, perhaps foolishly, think that by now Mother Nature should have started to instil in the animal kingdom some type of defense reaction to the noise and headlights of vehicles.
And, irresponsible dog owners, well, don't get me started on them ;)
